The TECH program aims to reduce a building’s greenhouse gas emissions by installing and using clean space and water heating technology. On February 2nd, the California Public Utilities Commission approved $50 million for TECH from California’s FY 2022-2023 budget from General Fund revenues. General Fund revenues are not restricted to be spent proportionally in Investor-Owned Utility territories.
On February 7th, TECH held its Clean California Quarterly Stakeholder Meeting to share information on new incentives and implementation plans, Quick Start Grant recipients, and marketing plans for 2023.
Of note from the presentation, the program will leverage the $50M in state funding to relaunch incentive offerings: single-family market-rate incentives, multifamily market-rate incentives, heat pump water heater (HPWH) market development activities, and a focused equity program.
Planned for TECH incentives for single-family heat pump space heating:
- Will launch in Spring 2023
- Flat incentive structure, $1,000/unit, maximum of 2 units per dwelling
- All customers in California are eligible
- Minimum Efficiency: to be determined
- Dual fuel systems will be accepted, but only if it is an AHRI-matched system with controls to limit furnace operation
Planned for TECH single family HPWH incentives:
- Launch in alignment with the Self Generation Incentive Program (SGIP) and HPWHs
- Provide gap funding to fill in geographic regions that SGIP HPWH cannot serve
- June/July 2023: SGIP HPWH and TECH HPWH rebates launch
